This question is based on the survey question - If there is a decision to be made in your community, are you involved? - It aggregates respondent answers and codes groups as having low participation if less than a third of respondents indicate that they participate in community decisions, medium for values between 1/3 and 2/3 and high for values above 2/3.  This variable does record information about participation in decisions regarding resource use.
